Accessibility ensures access to information and services is available to as many people as possible.

Web accessibility means that websites and associated tools are designed and developed so that people with disabilities are still able to access and use them. 

Compliance

The City of Kalamunda website has been developed to ensure its content is available to the widest possible audience and in accordance with the World Wide Web Consortium (W3C) internationally recognised Web Accessibility Initiative (WAI) guidelines. These internationally recognised guidelines assist in producing usable and accessible websites.

Web accessibility should encompass all disabilities that affect access to the website including people accessing the website via various devices (smart devices such as a mobile phone), people with changing abilities (age), temporary disabilities (injured arm) or situational limitations (noisy environments) or where there is limited or slow internet connection.

Microsoft say 'Think Inclusive' - Consider permanent, temporary and situational disabilities. Mobility, Vision, Hearing, Speech plus dexterity and cognitive should all be considered.

Our website aims to conform to Level AA of the WCAG 2.1.

The City of Kalamunda recognise that some of the information may not be as accessible as it could be. This is an ongoing process and the City will continue to work and improve the accessibility of the website.  We acknowledge some archived or referenced documentation can not be fully accessible.

We are committed to providing our services and information to all. The City of Kalamunda is able to provide alternative formats of our information upon request.

Translating and Interpreting Service

Language support & services

Residents of Kalamunda have the right to access information and services provided by the City of Kalamunda. Non-English speaking residents are able to access free interpreting and translating services to assist in getting access to this information.

Documents

The City of Kalamunda are progressively working towards optimising all our Portable Document Format (PDF) documents and forms on this website to made accessible in compliance with WCAG 2.1 guidelines. 

Adobe Reader is required to open PDF files, and it can be downloaded at Adobe.com for free. Adobe features also includes screen reading functionality.

Video content

The City of Kalamunda endeavours to ensure all our video content is available with closed captions. Where possible, if the City has copyrights to the video and it is embedded into our website will try to allow a downloadable transcript file of the video.

Features

To assist users access the full information and services on our website, the following features have been provided or supported:

  • Readability
    The City has aimed to use 'plain English' where possible. The text in this website uses the font Nunito Sans. 
  • Web Reader
    The City of Kalamunda utilise the web reading tool provided by ReadSpeaker. This inclusive tool allows web content to be converted to audio. It provides an integrated reading and translation tools to allow better reading and understanding of our digital content. Find out more about about how to use these tools here.
  • Increasing or decreasing text size
    Several web browsers allow users to increase or decrease the font size for readability. The following instructions will also work on PDF documents as well.
    Increase Font - Hold the CTRL key (Command on Macintosh computers) and press the plus (+) key.
    Decrease Font - Hold the CTRL key (Command on Macintosh computers) and press the minus (-) key.
    Further to this, if you are using a mouse with centre wheel holding the CTRL (Command) key while scrolling forward or backward will increase or decrease the font size. 
  • Navigation
    Where the website is not using a mouse for navigation, the 'Tab' key can be used to move between links and sections of the page. To move to the highlighted location/link, press 'ENTER' on the keyboard. Using a form, the 'TAB' key will move the cursor to the next form element. Using arrow keys will allow options to be selected from drop-down lists. To submit the form or select the relevant button, highlight the relevant button and press the 'ENTER' key.
  • Images
    To assist screen readers users, where images have been referenced and used on the website to convey information, we aim to provide meaningful titles, text and alternative (alt) text to depict information.
  • CSS
    To assist with accessibility or keyboard only users, cascading style sheets (css) are used for formatting of content of website. Style sheets can be disabled within browser settings.

Accessible audit report and testing

As part of our City website development process we engaged a community-based working group to contribute and provide feedback on our website. This feedback help the City align to our community expectations and needs.

The City engaged WebKeyIT to perform an independent audit report on the website. The evaluation was in accordance with the WCAG Evaluation Methodology (WCAG-EM) which can be viewed at http://www.w3.org/TR/WCAG-EM.
