Anthony joined the City as CEO in June 2024. He brings a wealth of experience and a deep commitment to enhancing local government services to meet the evolving needs of our community.
Anthony began his career in a private civil design consultancy before transitioning to local government in 1988. He held key roles at Swan, Belmont and Subiaco before joining the Town of Victoria Park as Manager of Technical Services in 2001. His leadership journey continued as Director of Renew Life and ultimately serving as the permanent CEO since May 2015.
His professional achievements include serving as President for the Institute of Public Works Engineering Australasia (IPWEA) WA, Executive Director of IPWEA, and trustee of the Public Works Foundation. He currently sits on the Local Government Advisory Board and holds memberships in various industry groups, showcasing his dedication to advancing local government practices and is the current President of the Local Government Professionals Australia – WA.
Gary holds a Bachelor of Economics and is a member of the Local Government Professionals
The function of Corporate Services is to coordinate internal corporate services provision and functions to the organisation and deliver external service relevant to economic development, tourism and culture the arts and library services.

Nathan has more than 20 years’ experience across both public and private sectors (including Interstate). His business acumen, passion and strong negotiation skills are essential in securing long-term growth and legacy opportunities for the City of Kalamunda and its communities. He strives for the best outcomes by driving high-performing teams and embedding positive workplace culture – with a definitive strength in strategy, policy, planning and project delivery.
Sinead holds a Master of Professional Engineering (Civil Engineering), Bachelor of Science (Civil Engineering Specialisation, Second Major Integrated Design) and Master of Business Administration. She is an active member of the Institute of Public Works Engineering Australasia (IPWEA) and is the current chair of the Young IPWEA committee. Sinead was awarded the Winner of the Young IPWEA Emerging Leader Award WA in 2020, in recognition of her positive influence to industry and community.
The function of Asset Services is to manage physical and natural assets under the control of the City. Types of assets include roads, drainage, footpaths, buildings, parks and natural areas.
Luke joins the City of Kalamunda with nearly 20 years of leadership experience across metro and regional local government focusing on community services, facilities operation and planning, with time spent in finance and corporate services.
Luke is passionate about delivering tangible community outcomes, particularly through the development of inclusive strategies, programs and projects. Luke's expertise includes fostering community partnerships, managing large, diverse teams, and ensuring alignment with long-term Community aspirations.
The Director Community Services works with teams delivering a wide range of services and facilities that improve the health, wellbeing and connection between the City, Community, visitors and businesses.
