We are seeking a Development Manager to manage the delivery of development projects to benefit the City’s land and property portfolio and support the City’s social and financial sustainability objectives.
About this Opportunity
In conjunction with the Program Manager – Property, the Development Manager will work with key stakeholders and be responsible for the management and oversight of projects through the full development project lifecycle, including acquisition, planning,
development, financial control, marketing, leasing and sales.
The role requires collaboration with internal team members and other project teams. The successful candidate will demonstrate an innovative and adaptable approach that supports the achievement of the City’s values and achieve sustainable development that reflects community aspirations, through collaboration with government, industry and community.

Selection Criteria
- Minimum of 3 years’ experience in a Development Manager or similar position.
- Demonstrated successful experience in managing land and property development projects including investigating land development opportunities, planning processes, financial management and budgets, project delivery, specialist contract management and
stakeholder and community engagement.
- Experience with applying effective project management principles and practices (including the preparation of strategies, financial, time, and quality reporting and triple bottom line reports) as they relate to development projects.
- Ability to work independently and as part of a team to provide professional service in a collaborative manner.
- Ability to be flexible and adaptable to meet dynamic and changing project and team needs, extending to flexible hours of work and balance of days in the Kalamunda office versus working from home.
- Willingness to embrace the “lean” team structure of the Property team, in that administrative and/or other tasks such as property management may be required ad hoc and at short notice insofar as they support development project objectives.
- Skilled in describing problems, articulating problem statements, and proactively identifying pathways to unlock positive change and business improvements.
- Experience with leasing preparation, negotiation and management, and project feasibility assessments.
- Well-developed analytical, research, time management, and organisational skills that can contribute to the development of techniques and methodologies to support the achievement of necessary Result Areas.
- Knowledge of statutory requirements of the Local Government Act and Land Administration Act, or other relevant legislation and ability to interpret the relevant Act and policy.
- Advanced communication and negotiation skills and ability to facilitate successful outcomes with various customers and stakeholders.
Hours of Work
This is a fixed term 5-year contract working Monday to Friday, 75 hours per fortnight. A flexible work arrangement option such as flexitime, a 9-day fortnight or 19-day month is available.
